Delfi Estonia and the Stockholm School of Economics in Riga will investigate the implementation of Rail Baltica across Latvia, Estonia, and Lithuania, with a focus on understanding why outcomes differ significantly between the three countries. While Rail Baltica is the largest infrastructure investment in the region, public understanding of its cost structures, timelines, and governance remains limited.
