The Rail Baltic Billions

Estonia | Latvia

Description

Delfi Estonia and the Stockholm School of Economics in Riga will investigate the implementation of Rail Baltica across Latvia, Estonia, and Lithuania, with a focus on understanding why outcomes differ significantly between the three countries. While Rail Baltica is the largest infrastructure investment in the region, public understanding of its cost structures, timelines, and governance remains limited.

Rail Baltica is of particular interest to me as one of the largest transport infrastructure megaprojects in Europe. As a PhD economist specializing in transport, I am interested in understanding the factors that shape the successful delivery of such projects. The implementation challenges currently facing Rail Baltica make it an especially valuable case for studying governance, financing, and decision-making in large-scale infrastructure investments.” — Edgars Spuravs, Director of Centre for Media Studies at the Stockholm School of Economics in Riga
